I believe IPL is only useful when you know where the roots are. If it were trimmed or shaved, going for IPL would be waste. The other thing is regarding if IPL will be done for the pubic region. The skin tends to be softer, more delicate and sensitive. IPL tends to "inflame" the region where it is applied.
