Given the brief facts that you have mentioned, it is likely that this is a case of VCH, s323, Cap 224. Voluntarily Causing Hurt is as the Police mentioned a non-seizable (or non-arrestable) offence. What this means is that the usual police power of investigation are not triggered by such an offence, that said, it does not mean that there is no recourse. I am most certain that SPF informed you that with your Police Report, you may lay a complaint before the Magistrate at the State Courts, this is akin to taking private action and is free. The Magistrate would issue an order for the Police to investigate (if he or she so deems that an investigation is necessary) and invest into the Police all normal power of investigation, pursuant to CPC, Cap 68.

The Police have done nothing wrong and are not authorized to act in the situation that you described, they operate within the boundaries of the law. If there is any anger, it should be directed against the relevant statute and party responsible for such statute.

That said, if your sister is being smacked around, then is she consenting to this? Does she intend to do anything about it? Is she willing, prepared to leave this person? The issue about law is that it can only protect a person where the person wants or desires or is willing to accept help.

TS, my suggestion is to take this guy head on, direct in the face. no point play all the dirty trick or illegal stuff. go to his face, ideally his workplace, home or where people around that his face mattter, and be straight, lay the cards with him. as a elder brother, you have every right to tell the guy off, verbally. law doesnt say you cannot argue.

Usually, physical abuse is also accompanied by financial abuse. Ask your sister if he has taken money from her.

The police will not do anything unless they are pressured from their higher-ups. All the bullshit about police protection orders being reserved only for immediate family is nonsense. There is a Protection From Harassment Act that is meant to protect people like your sister.

Find out as much biographical details of the guy, escalate the matter to the highest possible authorities, and seek your Member of Parliament for assistance.
