i feel that government is aware of such practices, but given the problems it had generated in the past (not much serious crimes i believe), the government had decided to keep these vices on a leash and allow them to operate.
if a covid case never happened, things wouldn't have been exposed, and everything would be fine..

“故水至清则无鱼” the author probably don’t know this Chinese idiom. When waters are so clean, no fishes will survive . When such vices are generally harmless , why eliminate them all together ?! Once we decided to build 2 casinos here, we need to back it up by entertainments - which include 色情场所！ it comes in a package . It’s multimillion industry MP + Freelancers- even though some monies exported - it still benefits the financial services etc . Our gahman are smarter than we think.
