The Pampangan local government which oversees Mabalacat, Angeles City & San Fernando has run out of funds. While they have sufficient reserves to finance the operational needs of the province and pay their employees..... it is not enough for contingency needs and X'mas bonuses unless the Central government infuses fresh funds.
Which means that the government employees have to source for their own Xmas funds.
