Vietnamese bank branch director forces wife’s lover to cut off finger
TUOI TRE NEWS UPDATED : 06/16/2017 17:59 GMT + 7 The director of a bank branch in the northern Vietnamese of Quang Ninh has been arrested for torturing his wife’s secret lover and forcing him to cut off his own finger. Nguyen Van Thang, director of a local bank branch, was apprehended for assault, threats of murder, and the illegal arrest of a person, Major General Ho Sy Tien, head of the criminal police division under the Ministry of Public Security, confirmed to Tuoi Tre (Youth) newspaper on Thursday. According to the case file, Thang’s wife had been having an affair with a man named T.M.T. since 2016. Thang learned of the adultery in 2017 and secretly followed his wife to a motel on February 21 where he caught the couple red-handed and assaulted T. T. visited Thang at his office the following day to apologize for the situation but was met with murder threats and assault. Thang said he would only let the affair slide if T. told him the details, kept the situation confidential, and cut off one of his fingers. Two weeks later, T. brought a jar containing his cut off finger to Thang’s house, but the bank director locked T. in the house and tortured the man. On May 11, Thang called T. to his house again, where he beat his wife’s lover with an iron baton, resulting in T. being hospitalized with a fractured shoulder and broken ribs. Upon T.’s recovery, the raging husband continued his threatens to murder T.’s family unless he sold his house and moved away from the area. Following a report by T., officers arrested Thang as part of an investigation into the situation.

Ho Chi Minh City to name and shame tax-evading Facebook shop owners
TUOI TRE NEWS UPDATED : 06/17/2017 14:58 GMT + 7 Two customers shop for a dress using an online Facebook shop and will have it delivered to their house without any receipts of purchase A new plan by Ho Chi Minh City tax department looks to name and shame owners of Facebook shops that intentionally evade tax responsibilities. The move is expected to tighten tax collection over the blooming field of e-commerce, including those conducted via the social media Facebook, in the southern metropolis. Accordingly, the city’s tax department will coordinate with their colleagues in the departments of trade and information, as well as with Facebook and Google, to compile a comprehensive list of unregistered online businesses in the city. The list will include individuals and organizations that use internet platforms to sell or provide solutions for payment, transport, and delivery. The municipal tax department also requested that the local police submit information regarding registered e-commerce websites that have not filed taxes while The State Bank of Vietnam was tasked with providing a list of organizations that provide payment solutions and the account statements of businesses that provide transport and delivery services. After reviewing the submitted documents, the tax department will proceed to collect tax arrears from the businesses. Those that do not comply with requests or show signs of deliberate tax evasion will be named and shamed on public media outlets, according to the plan by Ho Chi Minh City Department of Taxation. Last month, nearly 13,500 Facebook users running online shops were requested to meet with tax authorities in Ho Chi Minh City to discuss new regulations regarding tax duties for online business operators. However, the majority failed to show up for their appointments, while others were found to be using fake addresses in their contact details. According to Le Thi Thu Huong, deputy head of the Ho Chi Minh City Department of Taxation, only those who accumulate over VND100 million (US$4,398) in sales from their online shops are subject to tax obligations.

In Vietnam, mobile users have to provide portrait pic to legally own SIM
TUOI TRE NEWS UPDATED : 06/19/2017 10:54 GMT + 7 If you have not taken a portrait photo for a while, you will soon have to, as your Vietnamese mobile phone carrier is likely to tell you that they want a picture of your face. According to a government decree effective since April, mobile phone users will have to provide not only a scanned copy of their ID card but also a portrait photo to legally own a SIM card. The regulation applies to both prepaid and postpaid subscribers of all Vietnamese mobile carriers, with the number of affected subscriptions estimated at nearly 120 million. Mobile network operators have been given 12 months to ask all of their existing subscribers to add their portraits to the database. The document also stipulates that users who fail to provide correct information will have their service terminated after 30 days from the first reminder by their network operator. This will not be an easy task, and local subscribers have already expressed outrage at what they say is a completely absurd regulation. Mobile carriers themselves have conceded that it is a challenge to encourage existing users to provide a portrait. The current Vietnamese law on telecommunication stipulates that any individual must provide accurate personal information as per their ID card in order to register for a new SIM. Foreign users are required to provide their passport to complete the registration. “It’s easy to get a portrait of new users as we can install cameras at our offices to serve people when they come to register for a new SIM card,” a representative of a mobile carrier said. He added that for existing users, the telecom company will “send SMS messages to inform them of the new regulation and ask them to come to their nearest transaction office to take a photo.” According to the telecom department under the Ministry of Information and Communications, Vietnam had 119.77 million active mobile subscribers as of March 2017. Many users and experts have told Tuoi Tre (Youth) newspaper that the portrait regulation is unnecessary and will waste the time of subscribers as well as the resources of mobile carriers. Vu Hoang Lien, chairman of the Vietnam Internet Association, said even banks do not demand a portrait of their customers, so it is questionable whether the mobile carriers really need to do so. From a customer’s perspective, Nhat Minh, one Ho Chi Minh City resident, said it would be a huge waste of time and a nuisance. Minh is using three different SIM cards from three carriers, which means “I will have to waste three days taking portrait photos at each of the companies’ offices.”
