from my true experience for this past few years using this smart pinoy line, the charges is very simple,
sms to philipines cell number is local charge 5 cents ( confirmed, cos i always check my balance so tat they cant daya me)

Smart pinoy is a co-branded sim by Smart (PLDT) and some local telco (in Singapore - it is Singtel I think .. ) and you get a local number (in singapore - same as any local mobile) the benefit being when a person in Philippines text you on your singapore smart pinoy # - instead of being charged 15 peso per text, they get charged only 1 peso and when the person in Singapore sms a Smart # in Phi - vice versa - low charges.
