Actually HIV test only is a waste of money, because they'll get tested regularly for HIV and will be sent back if tested positive.
So why repeat that specific test?

Better to spend a bit more and get tested for more STD,take those package test which will include HIV too
If you're going to raw her exclusively for long, this kind of money will be well spent

Any normal package (if not the super comprehensive type) will check for HIV, syphilis, Herpes, chlamydia, gonorrhea etc
Some can be treated, some like Herpes cannot
So personally I feel it's still best to test for more if really doing raw
And get her or maybe even both of you treated first if kanna those treatable ones like chlamydia

If getting HIV is scary, that's why you wanted to get tested before raw
Isn't the possibility of getting other STDs scary too?
Since want to test, might as well test for the others right?

It's just normal SOP, and in the event anything happen such as someone found a lost purse or wallet etc, they can at least try to contact the previous users of the room
Or if any criminal activity being reported and investigated, they can at least account to the police that things were done properly at their end and the police may be able to contact anyone they find suspicious
There's a saying, if you didn't do anything wrong, even if someone knocks on your door in the middle of the night, there is nothing to be afraid of
