However, what set me thinking is that, if she change the towels for every customer, why is there a need to place a tissue there since the towel would be soiled anyway and changed for the next customer?

With all the positive FRs on her, I was also thinking, how can there be so much variation? No lah, actually in my original FR, the moist towel is actually a small issue. And I do agree with what you said. Probability of recycling used towels by MLs is actually there.
