It depends on your budget. The high end hang out in Orchard Towers opposite the Hilton Hotel. They would charge from S$150 to S$300, room not included. Look out for Crazy Horse bar. Mostly Thai and some locals hang out outside the Hilton Hotel. That being the Orchard area hotels are no problem.
The lower end is at Changi Village, quite close to where the airport is and near Mustaffa Centre, a 24 hr department store at a road called Rowell Road.
In Changi they operate from midnight. In Rowell from about 8p.m. Here prices range from S$30 to S$50. At Changi, you would need a car as it's done in the car, few LBs have rooms there. At Rowell rooms are spartan but if you don't mind they're great value.
I would stay at either Serangoon Road or near Orchard as the two locations are about 3 Km apart and you could see a more complete picture.
