In Europe:
France's membership in the European Union adds another twist to this: France gives first priority for jobs to French citizens, then to EU citizens, and then to the rest of the world. In order for, say, an American to get a job in France, s/he essentially has to prove that s/he is more qualified than anyone in the European Union.

The employer, not the individual, files the work permit application, and before a permit is granted, the employer must prove that no European Union citizen is able to do the job.

In USA:

in order for an employer to hire someone under this type of visa, they must first be able to prove that no qualified U.S. workers are able (or willing) to do the work in question -- no small feat in today's economy. The employer has to first publicly advertise the position in a United States newspaper and make every effort to first hire a U.S. worker before recruiting a foreign national.

But government say nono , hire foreigners first and make all natives serve National Slavery? Uniquely Singaporean.
