????!?! This is not the 1st time Russians have used it, but it improved since the previous time. Computer scanner mounted right on top of each and every ballot boxes scans the ballots as voters inserts their ballots into boxes. Meaning ballot papers are still here as and when necessary for verification or manual recounting. But computer already counted the results, and ready to give result as the poll closed.
