There are already alot of discussion about taxi in HCMC. Furthermore it is already confirmed by bro vlover and SS08 that you will be STOPPED if you try to board from the departure hall.
Now there is a taxi stand on the left hand side of the arrival hall. Get out, turn left, you will see a big taxi stand sign. ALL taxi will run by the meter.
But you will have to know the correct taxi to hop in as some taxi of unknown company run their meter using JET FUEL.
safe bet = vinasun, malinh (i think)... saigon tourist also can
Long time I tried this method but found it to be rather uncomfortable, as I had to put my huge luggage in between my partner and me.
But I'm also scared to take taxi due to my previous experience, whereby I paid 400,000 VND to take "Happy" taxi from airport to Ben Thanh Market.
So next time maybe I should follow bro skyfree suggestion, and take taxi from the airport departure.
Simple la...travel light...put some clothes with your partner and ask her to bring to you when you visit...alternatively walk a short distance and go over to domestic terminal to take reliable taxi...

Vinasun and mailinh are ok, but that dosent mean the driver is ok. The meter may be fine but the driver will still take you for a ride if he wants to. Saigon Tourist taxis are just as bad the Airport / SGA / Sasco taxis.
The last time I was at the airport a few months back, you can take taxis from the departure hall. They created a small Taxi Stand at the right side of the departure terminal( with your back facing the Departure Terminal). This may have changed.

Have not met driver who are not ok from the airport. but taken 1 taxi which the meter is run by jet fuel. Usually about 100,000VND from airport to Tran Phu, but this taxi meter run up to 190,000VND. The driver drove through the usual route that I take.
Within district 1, I met driver who are not ok twice. Bring me go sight seeing before sending me to my destination. Now if I notice that the driver wanna bring me go sight seeing, I will just tell him "I got no time to travel around. You don't bring me go sight seeing. Just tell me you want how much"
These dayz I prefer to travel by xe om within HCMC...
Base on my personal experience, the cheapest taxi in HCMC now should be Future Taxi (Black Ford Focus), Most taxi companies fare are quite similar except for those taxis with no proper company e.g. Vinamet
However, like what Chairman Reaper has mentioned, it is also depend on the drivers. The drivers might bring you for some "sight seeing" around the city. I have bad experience with MaiLinh, Vinasun...
Concerning XeOm, I have a very very bad experience recently. Those people who know me personally will know what I mean.... It also make me wonder is it worth it to save the small money..??? I am thinking of changing my BX's SH to a car... It will be a much easier decision if she is okay with the Cherry QQ

If it is "taxi company" refuse to pay. Call the service centre and complain immediatly. I have done it quite a few times already.

I was involved in a traffic accident when my friend was giving me a free ride home.. spent some money on medical.. suffering from the pain even till today...
I have been on motor-bike for 3 years in Vietnam and only this time I got involved in an accident. It is really a painful event...
In vietnam, normally if you dont suffer very serious injury or die on the spot, they just move on as normal.

In hcm, you just need to know what to do...if not you can be get into alot of bad experiences...
If you have more than one partner then a bit messy but whose fault it is...still possible to arrange only the one you will be meeting to meet you at the airport lor...
