Husband says wife in sex corruption case was 'naive and simple'

SINGAPORE - In an interview with The New Paper (TNP), Ms Pang Chor Mui's husband described his wife as a naive and simple woman, who had never been a loose woman.

Ms Pang, a general manager at Nimrod Engineering, allegedly had oral sex with former Singapore Civil Defence Force (SCDF) chief Peter Lim Sin Pang in May 2010, at a car park near the Singapore Indoor Stadium.

Mr Pang admitted that he had strayed before, and that his wife had asked for divorce after she found out about his infidelity.

Neighbours say Mr Pang hardly returns home and they heard the couple quarrelling in their condominium unit in Villa Marina, Siglap about six weeks ago.

The couple have a teenaged son.

Her co-workers agreed that Ms Pang is a "simple" woman. They added that she is friendly, but prefers to keep a low profile.

An unnamed colleague interviewed by ST said that all her colleagues are surprised that Ms Pang was involved in the case.

They described her as a decent-looking woman who does not wear a lot of make-up to work.

Despite the media storm brewing over the backgrounds of the three women embroiled in the sex corruption case, other than their names and companies, little else is known about them.

It is known that two of them are in their 40s and married, and all three held senior positions in their companies.

Ms Pang and Ms Lee Wei Hoon, a director at Singapore Radiation Centre are still working at their respective companies.

However, Ms Pang has been on leave for about a month so far till an unknown date, while Ms Lee has not been spotted at SRC's office premises.

A Nimrod spokesperson told ST that the company is not involved in the matter and that their employees have been advised not to comment on the case.

SRC has been maintaining that all their top management executives are "out of town".

A neighbour of Ms Lee told ST that she lives in the Teck Whye estate HDB flat with her husband and her son.

Miss Esther Goh Tok Mui, who is unmarried, is no longer working at NCS, the company she was working for at the time of the alleged sexual trysts.

All outstanding tenders that involve Lim have been suspended and two contracts signed with NCS and Nimrod are currently under review by the Ministry of Home Affairs (MHA).

MHA said that the people believed to be involved in the case are no longer servicing the SCDF accounts.

SINGAPORE - Former Singapore Civil Defence (SCDF) chief Peter Lim Sin Pang allegedly had sex twice with one of the women in his own home.

He stands accused of having obtained sexual gratification from three women between May 2010 and last November in exchange for favouring their companies during IT-related tenders held by the SCDF.

In the Tanjong Rhu apartment, Lim, who is married, allegedly had sex with then NCS director of business development Ester Goh Tok Mui.

The 16th floor Costa Rhu condominium unit is served by private lifts from the basement car park and ground floor, The Straits Times reported.

Other than his own apartment, Lim is said to have engaged in sexual trysts with Goh in public places such as at various car parks and three times in a Clementi flat.

Lim, who was charged with 10 counts of corruption on Wednesday, also engaged in oral sex with Pang Chor Mui, a general manager at Nimrod Engineering, at a carpark near the Singapore Indoor Stadium; and sex and oral sex with Lee Wei Hoon, a director at Singapore Radiation Centre a carpark at Big Splash in East Coast Park and in a hotel in Paris.

NCS and Nimrod were awarded contracts by SCDF while SRC is believed to have been a potential vendor.

Two of them are in their 40s and married, and all three held senior positions in their companies. Goh, who is unmarried, is the only one who is no longer working for her former company.

All outstanding tenders that involve Lim have been suspended and two contracts signed with the companies are currently under review by the Ministry of Home Affairs (MHA).

MHA said that the people believed to be involved in the case are no longer servicing the SCDF accounts.

Lim, who is a government scholar, is currently out on bail of $10,000 and faces a jail term of up to five years and a fine of $100,000 for each charge.

Charge sheet says ex-SCDF chief 'obtained' sex

SINGAPORE - According to lawyers interviewed by The Straits Times (ST), the word "obtain" used in court documents indicate that former Singapore Civil Defence (SCDF) chief Peter Lim Sin Pang is likely to have been the party who brought up the sex proposition.

Lim faces 10 charges of engaging in sexual trysts with three women in return for favouring their companies during IT-related tenders held by the SCDF.

Criminal lawyer Mr Foo Cheow Ming pointed out that the word "accept" would have been used if the women were the ones who offered sex.

In legal terms, it is understood that when it says Lim 'obtained' gratification, it means he had asked the women for it, Mr Foo said.

Another unnamed source close to the investigations told ST that the use of the word would not have been without consideration and that it was "for a purpose".

The three women embroiled in the sex scandal are Ms Pang Chor Mui, a general manager at Nimrod Engineering; Ms Lee Wei Hoon, a director at Singapore Radiation Centre; and Miss Esther Goh Tok Mui, formerly a business-development director at NCS Pte Ltd.

Lim, who is married, is currently out on bail of $10,000 and his passport has been surrendered to the Corrupt Practices Investigation Bureau (CPIB).

His case has been adjourned to July 5, when a pre-trial conference has been scheduled.

If convicted, he could be jailed up to five years and fined $100,000.
