Whether you go to LA or Las Vegas do yourself a favor and forget about the women. You're only going to be frustrated, ripped off, or pay alot of money.
Enjoy the sites and have a good trip. Save your cheonging money for when you return. If you're really hard up, go to a strip club. At least there you can see some nice looking women and go back to your hotel and DIY. Trust me, anything else will cost you a fortune or is very risky!

I think the US Embassy in Singapore does not accept walk-in applications anymore - you need to go through a travel agent. You should talk to a TA but the general rule is one applies for a visa in one's home country (in this case China) unless she is a resident in Singapore (PR, work visa, study visa etc). Whatever the case, it is difficult for a Chinese national to get a tourist visa if she does not work (in a "real" job - you need to get a letter from the employer) and if she does not demonstrate sufficient funds to compel her to come back after the stay in the US.
