Apparently I seen a Doctor and he told me at the one month mark a blood test result would be rather conclusive but somehow rather information everywhere is just different which makes me suspicious.

Was the doctor referring to a specific infection or to ALL possible STDs?

You could have misunderstood what he said. Perhaps his answers were with reference to your HIV concerns only.

In that case all I can suggest is that you visit a doctor who specialises in STDs and knows what he is talking about.

There is no way to test for ALL STDs with a blood test in the first place. Testing for ALL STDs would require a combination of swabs, cultures, colposcopy, urine testing, blood testing plus an essential element of accurate screening is a doctor that is experienced enough to follow the correct procedures.

Any idea if Herpes affect the scrotum? I can't seems to find any cases or pictures with growth on scrotum which is similar to Herpes.

Yes Herpes blisters can occur on the scrotum.
