Regulated them and put them in legalised house is better than letting them doing FL in geylang. At least can earn some $$$ thru license fee.

i think even if we can find thos legalised 80cat PRC, there will still be street walkers. just take those Thai girls for instance, we still able to find them on the street & pubs....etc.
