Ministry changes Red Line design plan - Will go undergound at Chitralada Palace The Transport Ministry has revised a construction plan to keep a new railway section that will pass the Chitralada Palace below ground level while the other parts of the railway will be elevated. According to Pranot Suriya, deputy director of the Transport and Traffic Policy and Planning, the Bang Sue-Phaya Thai-Makkasan railway section was earlier designed to be totally elevated. But as the section will pass the Chitralada Palace, its design will be revised to be built in an ''open trench'', which will not be refilled with earth above the tunnel roof, to keep the line underground where it passes the palace. The transport policy office hired a consultancy in September to work out the detailed design of the electric railway section. According to the design that will be finished next February, the total cost of the section is estimated at 25 billion baht. The Bang Sue-Phaya Thai-Makkasan railway section is part of the inner-city Red Line that will stretch 19 km from Bang Sue via Makkasan to Hua Mak. The inner-city Red Line will mostly be built above ground along the existing railway tracks of Bangkok. It will be the central part of the whole Red Line network that will reach Rangsit in the north of Bangkok, Taling Chan in the west, the Hua Lamphong railway terminus of Bangkok and Maha Chai in the southwest and connect in Makkasan with the Airport Rail Link to Suvarnabhumi airport. The construction of the Bang Sue-Phaya Thai-Makkasan railway section should start late next year. It will serve 200,000 passengers a day and the whole Red Line network should carry 700,000 people a day. Meanwhile, about 100 people whose property was expropriated for the Purple Line rallied at the Transport Ministry yesterday to demand quick compensation. The group, led by Gen Kittisak Ratthaprasert, said the Mass Rapid Transit Authority (MRTA), the Purple Line developer, finished the expropriation survey in January this year but has not paid the compensation yet. The MRTA has not even set the minimum rate of compensation for the expropriation. The delay is preventing property owners from having access to new funds to buy new residences. Some property owners lost the deposits they placed earlier for new residences as they have not received the compensation. The group said that the expropriation law required the MRTA to complete the compensation within 180 days from its expropriation survey and the deadline fell in July this year. The people vowed to raise their issue with the Administrative Court if the Transport Ministry does not respond to them within this month. AoT wants international flights to useDon Mueang - Airlines, Aviation dept say too inconvenient Airports of Thailand (AoT) wants to use Don Mueang airport for international flights to help serve Bangkok passenger traffic and delay the expansion of Suvarnabhumi airport. The idea has been opposed, however, by the agencies involved, which insist that the AoT use only Suvarnabhumi for the sake of transport convenience. AoT adviser Passakorn Suwankanit said Suvarnabhumi airport would reach its full capacity of 45 million passengers a year in 2009 even if Don Mueang airport served all domestic flights. In his opinion, even though Suvarnabhumi could be expanded under its second- and third-phase development, traffic would reach saturation point by 2015. ''The best way out is to use Don Mueang as the airport for both domestic and international flights of low-cost airlines. ''This will enable us to delay the expansion of Suvarnabhumi airport for five years,'' Mr Passakorn said at a workshop attended by AoT executives and airlines' representatives. He expects the traffic of low-cost airlines to grow by 20-30% annually. Today, Don Mueang airport serves only the domestic flights of Thai Airways International (THAI), One-Two-Go and Nok Air. They voluntarily returned to Don Mueang to help relieve congestion at Suvarnabhumi which is operated with one passenger terminal at its northern part and two runways. Unless more flights are removed to Don Mueang, Suvarnabhumi airport will need its third and fourth runways and another passenger terminal in the next five years and that would mean that construction work has to begin at once, Mr Passakorn said. AoT vice president Kulya Pakakrong said AoT had only 14 billion baht in cash and was about to pay 10 billion baht for extra work done before the opening of Suvarnabhumi airport last year. Development of the 120 billion baht Suvarnabhumi airport resulted in an annual interest burden of two billion baht to AoT. The airport's expansion would cost AoT about 67 billion baht. If the work had to start right away, AoT would have to take out loans for the total amount and that would raise its annual interest burden to about six billion baht, she said. Kannika Khemawuthanont, deputy director-general of the Civil Aviation Department, insisted that using only Suvarnabhumi airport for Bangkok would be more convenient for passengers on connecting flights and cargo transport and that would enable airlines to save on costs. She suggested AoT improve its management to maximise the use of Suvarnabhumi without having to depend on Don Mueang. She said AoT had proven that it was able to do so in the case of Don Mueang while the construction of Suvarnabhumi airport was under way. Efficient management could boost Don Mueang's actual capacity to 38 million passengers annually compared to the original capacity that stood at 33 million passengers, she said. Mrs Kannika also said the use of both Don Mueang and Suvarnabhumi causes difficulties in air traffic control because the two facilities are too close to each other. Chokechai Panyayong, asset management director of THAI, agreed that AoT could improve its management to increase the actual capacity of the existing facilities at Suvarnabhumi airport without having to use Don Mueang. He said only 30% of the passengers using Suvarnabhumi airport were in transit, while the proportion at Changi airport in Singapore was 70%. The figure reflected problems at Suvarnabhumi, he said. With improved management, AoT could delay expansion at Suvarnabhumi airport until it was really ready, he said. ---- KatoeyNewsNetwork |

Half of Thai teens shun condoms for sex About half of Thai young people who engage in sexual intercourse do not use condoms, according to Public Health Ministry. The information was released on Thursday to mark the annual celebration of the World Aids Day on Dec 1. Dr Somchai Pinyopornphanit, deputy director-general of the Disease Control Department, said that the average age of youth to experience intercourse for the first time is as young as 15 years old and more than 50% of the youths do not use condoms. The HIV/Aids situation in Thailand, however, has been on the decline, he said. It is expected that there will be 14,000 people newly-infected HIV cases in Thailand in 2007, comparing to 140,000 new cases found in 2004. Chinese open B1bn hotel in Chiang Rai near Laos border A group of Chinese investors has launched a hotel project worth around one billion baht in the northern province of Chiang Rai. Chie Chou International, a Yunnan-based company registered in Thailand in June this year, plans to construct a 300-room hotel and other facilities on a 60-rai plot on the bank of the Mekong River in Chiang Khong district, according to project manager Nivat Teeprueksa. The development aims to tap the anticipated economic boom along the North South Economic Corridor where a third Thailand-Laos bridge worth 180 million baht would be built to link Chiang Khong with Huay Sai subdistrict in Laos. Bridge construction costs will be split equally by China and Thailand. The road, known as 3R, is almost completed and is open for trial service. ''It takes only three hours for people who want to travel from Huay Sai to China's border by car,'' Mr Nivat said. The Chie Chou site, located three kilometres from the third bridge, is expected to be completed in two years. It comprises the eight-storey hotel, a mini golf course, resort and helicopter landing pad. He said the company also planned to begin work on a major logistics centre after it finishes building the hotel. Located just south of the bridge, the centre will also be a joint venture between Chinese and Thai investors. D.V. Heavy rains predicted in South The Meteorological Department Monday warned residents of southern provinces to brace themselves for possible heavy rains because of a power monsoon wind. In its morning forecast issued at 4 am, the department said provinces down from Surat Thani could see heavy downpours because of the northeast monsoon over the South and lower party of the Gulf of Thailand. The department also predicted cold spell in northern and northeastern provinces. It said the temperature on mountains in northern provinces would be about 5 to 10 Celsius degree while the lowest temperature in the lowland of the region would be about 15 degree.
