I do agree with JeffKL, if Singapore is corrupted, surely the ranking will not be so high up. U guys are suprisingly unpatrotic, at least we have solid reason; we love our country but our country doesn't love us. What's ur excuse?

Malacca CCTV firm fired

MALACCA : Datuk Seri Mohd Ali Rustam is unhappy with PPK Technology Sdn Bhd as only 6 of the 20 closed circuit television cameras it installed are functional.

The chief minister yesterday decided to "terminate the contract with the company with immediate effect".

Mohd Ali said a tender for contractors to maintain the CCTVs would be opened within three days.

"This is very disappointing. They have failed to maintain the CCTVs in the state.

"14 CCTVs have malfunctioned and nothing was done to repair them. These CCTVs will be ineffective in helping police to spot criminals."

He had dropped by the CCTV control centre at Melaka Tengah police station to conduct a spot check.

Mohd Ali was also unhappy with the picture quality of the CCTV units "as they are unclear and not efficient at night".

"I will be selecting the next CCTV contractor myself. I want a contractor who can provide and maintain high quality gadgets," he said, adding that the state government planned to install 29 additional CCTV units in the city.

Security CCTV must be in high resolution: IGP

SUBANG JAYA : Inspector General of Police Tan Sri Musa Hassan has recommended that high resolution closed-circuit television (CCTV) cameras be used to curb crime.

He cited an example where the suspect in Nurin Jazlin Jazimin’s case was caught on CCTV but the picture quality was too blur to ensure the identity of the man.

CCTV operators should also practice a standard of operation where tapes are kept for a length of time to help authorities in their investigations, he told reporters after visiting the CCTV control room at the Subang Jaya Municipal Council.

However, Musa said monitoring a playground with a CCTV camera could not ensure full security.

“There should be guards on the ground such as Rukun Tetangga to ensure safety,” he said.

Letters to The Editor : CCTVs no deterrent

I REFER to Building owners in crime-prone areas must install CCTVs (The Star, Jan 9).

We share the concerns of Prime Minister Datuk Seri Abdullah Ahmad Badawi over the crime situation in the country and commend his personal involvement in fighting this menace that is threatening the peace of Malaysians. The increase in crime rate by 7.12% last year is frightening and a cause of worry for all.

Not a day passes without some gruesome crime being committed

We can hardly go anywhere without fear of assault, robbery, rape and even murder. Even being caged in the home behind locked doors, grilles, expensive alarms and security guards does not seem to protect us from these criminals.

The police and other law enforcement agencies appear to be ineffective in bringing the situation under control.

The Prime Minister’s personal involvement and his four fast-track steps to fight crime is an admission of the gravity of the situation that has become very critical.

These steps include the installation of CCTVs in high-risk areas, re-employment of retired police officers, hiring more civilians to handle police administrative duties and setting up more police stations in crime prone areas.

With CCTVs installed in strategic locations, we may reduce crime to a certain degree but we must not be carried away that it is a foolproof way of combating crime.

Apart from being costly, there is also the question of maintenance, which is always a problem in our country. Then there is also the problem of vandalism that is a common cause of damage to public amenities.

Will CCTVs escape the wrath of vandals? What is the use if after investing thousands of ringgit to install CCTVs if they are not functioning when we need them?

Even if the CCTV are in good working condition and we have recorded a crime, we need to further interpret, identify and trace the person who has committed the crime.

Following that, he/she has to be charged in court and proper punishment meted out in accordance with the law. The most frustrating thing is that many criminals may go scot-free after the long and arduous process of bringing them to justice.

The most important factor that is needed to effectively fight crime is not technological sophistication but the human factor – genuine commitment of the people and the police force.

CCTVs and all the technological advancements are only tools in the fight against crime. The most vital component is the commitment of the police force. What we need is a police force that is adequately manned, dedicated, disciplined, independent, and free from corruption and people-friendly.

We may acquire all the latest high-tech methods and equipment but without the whole-hearted commitment of the police, they will only go to waste.

Yes, for how long ? It will not take long for the CCTV to malfunction (just look at the timer for traffic light) and looking at Malaysian History on maintenance, this faulty CCTV will left redundant for many years to come

The whole point about Malaysian govt culture is a knee jerk reaction. When something happens, ONLY the govt will react. Tha'ts the way it has been for the last few decades.They never believe in Prevention is better than cure.

The problem is they never learn. We can boast the tallest twin towers, or "abundance" of resources or big airport and etc, but at the end of the day, it all boils down to maintenance and constant reviews on the performances. No point to build all these CCTV and only last 6 months, after that, it will not work cos of poor maintenance. Then, the police will request one more round to replace all these faulty CCTV, and then again, some u-know-who people will get rich again.

Do you sg guys who come in JB ever notice what has happened to the proposed and installed standing CCTV at the JB vehicle custom checkpoint as u exit JB? It was touted to be the most high tech image capturing machine, if u singaporean never pay summons or do illegal stuff, the camera can detect ur vehicle number and even before u can reach the causeway, u will be held in JB custom.

See what happen to the millions spent on these "hi-tech" equip? last i heard, we're moving to a new CIQ and they cannot dismantle it to go to the new location. and i can bet 1 million bucks they are all not working now, just gathering dust and spiderwebs. heck man, the exit gantries have all stopped operations too!

For you non malaysians, just to let u in on an open secret, it's just another routine exercise for greasing the power that be's hands with easy money. nothing more than that. we're not even jumping for joy here when we heard the news. we're all rolling our eyes at a "institutionalised" corruption exercise, as suhindar puts it. all we need is more less corrupted police on the beat and the govt to implement the IPMC for a safer country.

Another latest corruption scandal.. Taken from malaysiakini


Sources are accusing director of Tourism Malaysia (TM) Seoul Abdul Mutalib Awang and TM North Asian regional director Ramzi Abu Yazid of abuse of power and embezzlement.
The sources also furnished Malaysiakini with documents to show that both Mutalib and Ramzi are allegedly transferring funds meant for promoting Malaysia as a holiday destination to South Koreans into their own pockets.
And how did they do it? According to the sources, the modus operandi was simple.

Sometime early last year, Ramzi suggested that TM South Korea produce a video containing shots of tourist attractions in Malaysia to be used for promotional purposes.
Mutalib agreed and subsequently announced that the tender for the video production would be opened for bidding. The tender was later awarded to South Korean-based Sekyung Communications Co Ltd.
Payment to Sekyung Communication was made after obtaining approval from Mutalib via bank transfer. It is alleged that Ramzi and another Malaysian-based graphic designer would 'pick up the money' and transfer the sum to a bank in Malaysia.

Sources alleged that Sekyung is actually a "bogus" company set up by Mutalib through several of his Korean friends.
A check with the Korean Tax Office, a public body that has information on all registered South Korean companies, showed that the company existed merely in name.
TM Seoul's intention of producing the promotional video also came under scrutiny by the TM headquarters in Malaysia, where an ad hoc committee set up to study the video production found that the quotation papers submitted by Sekyung lacked the necessary details.

The TM headquarters, in a letter to TM Seoul dated Aug 5, demanded an explanation from Mutalib and Ramli regarding three issues:
- Why the quotation papers issued by Sekyung did not include in detail the scope of work required for the video production and that one of the documents had the letterhead of TM Seoul printed on the back?
- Why was the cost of the video production so exorbitant?
- The scope of work mentioned in the documents issued by Sekyung did not indicate that the company has any experience in video production.
"But so far we have learnt that no action has been taken against them. What was even more shocking was that Ramzi got promoted!" said the sources

Meanwhile, the sources also implicated Tourism Minister Tengku Adnan Tengku Mansor in the alleged scandal. They claimed that he was aware of the irregularities but chose not to act.

"We were shocked when staff from TM Seoul confirmed that Tengku Adnan and his family went for a ski trip with Mutalib's family when the former visited South Korea a few weeks ago despite knowing about the serious allegations of corruption against Mutalib," alleged the sources

CCTVs being installed in JB's strategic locations

JOHOR BARU : The Johor Baru City Council (MBJB) is spending RM3.9 million to install 34 closed-circuit television cameras at strategic locations in the city to deter crime and monitor traffic movement.

MBJB Public Relations Officer Mohammad Firdaus Abdul Hamid said the CCTVs will be installed in phases, including four units on police patrol vans.

“MBJB has identified 32 locations for CCTV installations, including Bukit Timbalan, Jalan Wong Ah Fook, the Larkin bus terminal and in the pedestrian underpass near the Customs and Immigration checkpoints,” he told Bernama when contacted today.

He said the first and second phases of the installation, involving 18 CCTV units, have been completed and now the council is installing the third and final phase involving 16 units.

He said the CCTVs will be monitored from two terminals, one at the MBJB building and the other at the Sentral police station.

Its been a year since the Malaysian government talked about increasing police and reducing crime rates and installing all sorts of cameres throughout Johor.

One year later ( now ) , its getting from bad to worse.

Despite spending millions on " security" , the country has gone backward. The governmente should step down and let some monkeys from the forest take over. They sit there do nothing also malaysia will prosper because the resources in the country is too enormous.

every govt in this whole world institutionalize their corruption. i admit this fact. the only problem u dun understand is in malaysia, corruption happens twice! first they institutionalize it thru by laws and etc, then they work out a close tender to secure over-budgeted contracts! in sg, this will not be possible cos nearly everything is trasparent. the sg PM earn how much also must tell u. our PM got private yacht, private property overseas also deny like no body's business. and i guarantee u our PM declare much lesser pay than ur PM so how to afford so many luxuries?
Not everything is transparent in sg.....it only seems so. How much is sg PM's asset? GOD onli knows.....does the malaysian's PM wife holds the purse strings to the malaysian govt investment company? Badawi''s brother if any is he CEO of ex stat board? Badawi's father if still alive is also a senior minster bo? Sg govt is familee business.
