I have read quite a couple of similar queries and invariably the same replies will come, you should change it in Vietnam itself as the rate would be much better, if in Ho Chi Minh City then you can try those goldsmith shops near the well-known touristy Ben Thanh Market

5-star? Never will happen. Vb won't appreciate 5-star stuff.
Roadside stall and budget hotel will do.

If spend dinner and stay hotel is less then 100, it is budget whacking roi
