MINDEF Internet system breach took place weeks before detection: Ong Ye Kung
Posted 03 Apr 2017 12:25 Updated 03 Apr 2017 12:36 SINGAPORE: The breach in the Ministry of Defence's (MINDEF) I-net system was detected on Feb 1 this year, but the attack took place "weeks before", the Second Minister for Defence Ong Ye Kung said in Parliament on Monday (Apr 3). "The modus operandi was consistent with a covert attack, with means used to mask the perpetrator’s actions and intent," he said. The breach, which was revealed by MINDEF on Feb 28, resulted in the personal data of 854 national servicemen and employees being stolen, although no classified military data was stolen. Classified military information is stored on a separate system that is not connected to the Internet and has more stringent security features, the ministry said then. The stolen personal data included NRIC numbers, telephone numbers and dates of birth - information which was stored on the system for account management, such as to track usage and surfing behaviour. No passwords were lost, the ministry added. Mr Ong, in response to questions by MPs Lim Wee Kiak and Vikram Nair, said that due to security reasons, findings from the ongoing investigations into the breach will be kept confidential. He also told NCMP Dennis Tan during question time that, for the same reason, he cannot disclose the identity of the hackers and how they were identified. This argument was made after the defence challenged the charge and asked the court to interpret a stipulation in the city’s Import and Export Ordinance PUBLISHED : Monday, 11 December, 2017, 6:05pm UPDATED : Monday, 11 December, 2017, 7:29pm Shirley Zhao The defence’s attempt to quash the Hong Kong government’s case against a shipmaster and shipping firm accused of illegally importing nine Singaporean military vehicles into Hong Kong last year was rebuffed by prosecutors on Monday, at a preliminary hearing before the case goes to trial. Defence counsel Joseph Tse Wah-yuen SC had earlier asked the District Court to offer a correct interpretation of a stipulation in the city’s Import and Export Ordinance, that the Department of Justice accused his clients of contravening. Debate on import laws in Terrex trial could have ‘major implications’ for shipping firms( Tse said the stipulation should not apply to carriers like his clients, mainland ship captain Pan Xuejun and shipping company APL, who were charged earlier this year for importing strategic commodities without the necessary licence from the city’s director general of trade and industry. The legal action against Pan and APL stemmed from the impounding of nine Terrex armoured troop carriers, which were intercepted last year in the city on November 23. The vehicles were en route to Singapore from the Taiwanese port of Kaohsiung after a military training exercise but were held in Hong Kong for about two months. Concerns raised by the defence prompted the District Court to schedule a preliminary hearing before prosecutors took pleas and set the case for trial. On Monday, prosecutor Gerard McCoy SC responded to Tse’s request by arguing that the court had no authority to determine the appropriateness of the charge brought by the city’s justice minister against the defendants. This is because Article 63 of Hong Kong’s mini-constitution, the Basic Law, gives the secretary of justice executive power in deciding what charges to press, McCoy said. Tse had also questioned the court on the prosecution’s move to try Pan and APL together – when they had initially been charged separately – as the prosecution should then prove that both defendants had an agreement to do what they had been accused of. McCoy argued that the court had no jurisdiction to do what the defence requested. The defence should first enter a plea to the charge and then raise questions about it, he insisted. Prove defendants had agreement to import Singapore military vehicles without licence, defence demands in Terrex case( “If [the court] has jurisdiction in this case, this will be a new floodgate for Hong Kong,” McCoy argued. “Everyone will be entitled to come and ask for pre-plea rulings … in relation to the appropriateness of charge, whatever that means. Then you can come along and say: ‘I’ve been unfairly charged with this. Terrex case: APL, container ship captain claim trial in HK court
Published 22 February, 2018 Updated 22 February, 2018 SINGAPORE — Shipping firm APL and the captain of the container ship carrying the Republic’s armoured troop carriers that were detained in Hong Kong in November 2016 have claimed trial to charges that they had imported strategic commodities to the Chinese territory without the necessary licence, the Apple Daily reported on Thursday (Feb 22). The company and the captain, Pan Xuejun, pleaded not guilty in a Hong Kong court on Thursday. The trial will be held in Mandarin on October 11, and is expected to last about 15 days, the report added, citing the defence lawyers. Hong Kong’s Customs and Excise Department began prosecution proceedings against APL and Pan, 39, a Chinese national, in March last year, saying it had “sufficient evidence to prove a case in breach of the strategic trade control system” after a “thorough investigation”. The Singapore Armed Forces Terrex Infantry Carrier Vehicles were seized by the Hong Kong authorities on Nov 23, 2016 as they were passing through Hong Kong from the Taiwanese port of Kaohsiung.
