Thought of posting this over here to assist samster with foreign girl friend who is holding on to student pass...I have email ICA about some queries that I have using some "better" email...previously I have use yahoo mail to ask them and they tell me that student pass holder cannot ROM no matter what...they will need to cancel their student pass 1st and reapply after ROM...but now I got a more detailed and sensible reply...as followed:


1 Please be informed that for the issue of a Student's Pass (STP), the applicant or his/her local sponsor will have to undertake to ensure that the applicant shall not marry a Singapore Citizen (SC) or Permanent Resident (PR) while he/she is in Singapore on STP. The condition " not to marry a SC/PR while in Singapore " is stated in condition 9 of the security bond. If there is a breach of conditions in the security bond, the security deposit may be forfeited.

2 If the STP holders wish to marry SC/PR, they may do so after the expiry / cancellation of their STP. However, if they wish to get marry and study in Singapore, it is preferable that they submit a STP application for our consideration after they have married.

3 In a case when a foreign student was exempted from furnishing a security deposit for the issuance of his/her current Student's Pass, he/she does not need to seek our permission to grant approval to file for a marriage. However, he/she may wish to inform us in writing if he is registering her marriage with a Singapore citizen/PR, at the following address:

4 Kindly note that marriage to a Singaporean or PR does not automatically qualify a foreigner for immigration facilities, i,e, PR or Long Term Social Visit Pass. Each application is carefully assessed and considered on its own merits. Generally, a Singapore Citizen/Permanent Resident is eligible to apply Long Term Social Visit Pass or Permanent Residence for the spouse, as long as the marriage is lawful or legally in order, together with the supporting documents for our consideration upon obtaining the marriage certificate. In addition, please note that an official translation is necessary for documents which are not written in English.

Dear Club members,

I'd applied PR for my wife immediately after ROM. We ROM in 9 Mar. So far i have not rec'd any news yet. While doing the PR application, it came across my mind that since im there, i can also try to apply LTSVP. While submitting the LTSVP, i also told the officer im also applying PR for her. The officer replied it is unnecessary but since im here she will help me to submit LTSVP application. She also said if both are approved my wife can take the PR and cancel the LTSVP. She also said that she can extend immediately my wife 2-week visa to 2 month to wait for the application. Since my wife is going back to her country, i thanks her and mentioned the reason.

I have a few questions:
a. Why she said is not necessary to apply both?
b. From the acknowledgement card, i saw PR take 3 months to process and visa take 3-5 days. Since it has been almost 3 week, i yet to rec'd any news on both application. Any reason?
c. It is common for the counter officer to extend the 2 week visa?
d. What is the earliest i can expect a letter from ICA?

Now i fully understand the anxiety of those bro who had applied PR for their wife. Everyday, i have been peeking at the letter box....the wait is terrible and it makes worse as i need her PR to buy a flat (with dateline)..Sigh.

I try to answer you from my knowledge and hear say from my own friends but pls dont blame me if I said something wrong...me not yet married with foreigner but going soon...so have been anxious like you asking around...

If your wife is not going to stay in Singapore while you apply PR for her, then I guess there will be no need to apply for LTSVP...

News of PR will not be so fast since you just ROM on 9th March....The earliest I knew of is getting PR 2 months after ROM...
As for LSTVP I dont know much about how fast you get the approval.

I guess no point asking what the reason behind their work...they always like to say case by case basis....

c. It is common for the counter officer to extend the 2 week visa?

Once you marry her, you can request them to extend the 2 week social visit pass...this is common I guess...LSTVP is easier as there is dont need to keep on going down to ICA to extend her social visit pass every month or every 2 weeks.

d. What is the earliest i can expect a letter from ICA?

I ask my friend who apple PR before...he said that take around 2 mths for him to get the rejection letter(his PR unsuccessful)...and ICA ask him to try again 1 year later....my friend not happy...and he tried to apply PR...and get farked by ICA as they screen thru their computer and found out about the 1 year grace period...

BTW i think that you dont need a PR to apply flat...except that you need the grant...

There are more brothers here who marry their wife from China...they will be able to assit you further and much more than I do....

2 months from start of ROM get approval for PR is long?? I think that the fastest I have seen among my friend...

when you fail....normally they will ask you to wait for some times before you can apply again...as for the confirm period I wont know except that my friend's case need to wait for a year...

Reason? ICA wont give you any reason....but from what I gather from him...I suspect is that his wife never come to singapore before and never stay in Singapore long before...So i guess the 1 year period that ICA set if for them to make sure that his wife really want to stay long in Singapore?? I also not very sure...

Yep I just read this :"You must be a Singapore Citizen. Your family nucleus must comprise of at least another Singapore Permanent Resident or Singapore Citizen. "

So i guess u looking at new flat....

I look under resale flat...it said: "The Non-Citizen Family Scheme allows a single citizen with non-citizen family members to buy an HDB flat from the open market". So maybe it mean you can buy a resale flat with your wife?

do not really know more about this...maybe it is best for you to ask HDB direct instead of reading all HDB website...

If you are not a singapore citizenship, you can't even purchase a flat, unless you are > 35yo which is eligible for the singles scheme. If you are planning to purchase a marital flat while your wife isn't a SPR yet, you are only allowed to buy one in the open market, any flat type except for 1-room. If your wife is holding a 6mth long term pass, you can proceed to buy one, even if you are below 35yo. If your wife is holding a shorter then 6mth long term pass, then you must be above 35 years of old.

Maybe let me answer some of ur question regarding the waiting time.

1. The waiting time for the LTSVP to get approve is about 1 month. During the waiting period, the applican will be granted a 2 month visa. Try not to travel during this period as when the applican return to S'pore, she might be given the 2 week visa instead of the 2 month visa thru the custom.

2. I have waited 2 months before i received the approval letter for the PR.

3. Yes. They mostly only extend 2 week visa.

4. 2 month.

BTW, i called ICA and talk to an officer about other issue. Then i took the opportunity to 'dig' info on the application. Sometimes it really takes time to approved the LTSVP as for me case, i have submitted the application for my wife LTSVP on the 30 Dec 2006 and till now i still got no news from them. I even spoke to the higher ranking officer and he himself can't even give me a reason for that and only tell me that everything is still under process. So now i'm think of other alternatives ways which i can get help as i'm in a hurry of getting my wife LTSVP cos we are buying HDB house....sigh...

Any bro here got ever encounter such a long wait?
