1. You can bring in any currency you want. RMB, Rupiah, euro anything also can. IT is just a matter of whether you can use it here anot.

2. I recommend any pre-paid card that can work and has credits in it.

To Bro nodd, try not to change too much dongs at the airport cos the rates are not too attractive. You can try changing at the goldsmith shops or at the banks. There are quite a few shops around Ben Thanh Market. Lastly, you cant find dongs in Singapore except at JC and others.

On the back of the card:
Mini Bar - Karaoke (tang 2):
- Sang trong, lich su, am thanh anh sang hien dai.

I really have no idea but just to contribute some info,

- may not be a goot idea to take land transport cos PP is quite far from HCM, from HCM to the border already takes 3 hours by car.

- most of the buses are non air-conditioned so you can imagine the discomfort & dust when going over non-aspalt road, somemore dunno who designed their seat leg clearance cos its damn freaking narrow

- it may be a better choice to take a flight thru one of the budget airlines

If you happen to get more details please let me know, I would be keen to explore this possibility too
