I think the AV policy of closing down on HCs has back fired... Now all change to beauty joints and TCM they don't need to apply license and they can hire any ppl they like. As u can see more and more beauty joints and TCMs and lesser hc .

It is easier for some in the police to get bribes from smaller units and more mileage as compared with getting pocket money from big hc players.
