Damaged and dangerous, the tale of one HCMC street =================================== The poor condition of District 9’s Long Thuan Street is dangerous for motorbike drivers. Le Hong Sang can’t remember how many accidents have happened recently in front of his house in Long Thuan Street in Ho Chi Minh City’s District 9. Several stretches of Sang’s street, the main thoroughfare connecting Truong Thanh and Long Phuoc wards with the district center, have been damaged by overloaded trucks carrying construction sand to a nearby enterprise. Sang said the deep potholes were dangerous for motorcycles, especially when rain water covered the street surface. “Many overloaded trucks, which carry more than 15 tons of sand, use the street day and night,” said Nguyen Hong Ha, owner of a garage at 34 Long Thuan Street. “Whenever there are power outages at night, many motorbikes fall down when they hit the potholes,” he said. “I have helped two victims recently by minding their motorbikes when the unconscious riders were taken to hospital after accidents,” he said. The Vice Chairman of the People’s Committee of Truong Thanh Commune, Tang Duc Hoa, said, “Almost all the residents from Truong Thanh and Long Phuoc Communes use the street every day.” Many residents said the trucks were carrying construction sand for Song Hai Long Trading and Construction Company (SHL) at the nearby Cay Cam Canal. The residents also said they had asked local authorities to repair the damaged stretches of the street. In October 2007, local authorities at Truong Thanh Commune submitted a proposal to the city’s Department of Transportation and District 9 People’s Committee that SHL’s sand transfer license for the Cay Cam Canal station be revoked. They said SHL had violated the terms of its license, which only allows transportation of sand by boat. However, Department of Transportation’s Waterway Transportation Division Head Tran The Ky told Thanh Nien SHL’s license could only be revoked if the company violated regulations relating to waterway transportation. Ky also said it was the responsibility of transportation inspectors and traffic police to penalizing the overloaded trucks. In March, the commune’s People’s Committee renewed a request for District 9 authorities to repair and upgrade the damaged stretches of the street. But the street remains in the same sorry state today. “We do have a plan to upgrade Long Thuan Street,” District 9 People’s Committee Vice Chairman Nguyen Van Thanh said. “We are preparing for a project that will begin soon.” Reported by Nguyen Dinh Muoi
