Look at it this way....
If the OKT don't implement something like a fine system, they would have to resort to previous ways (beat them up lah, physical punishments maybe)..
However, some of the ceweks won't be afraid of this type one.. so they make it easy.. all will be fined if something happened. Not all rejected will be fined, depending on case to case one..
Moreover, this is to ensure the cewek provide at least acceptable service to brudders... just my 2 cts..
