Yes puberty starts early for the girls nowadays. I have a female cousin who like to come out of the bathroom naked to wear clothes when she was young. As a kid, it's quite normal and nothing much to see. When she was 12 years old, one day I was at her house and she was bathing. I was in the kitchen just drinking water and suddenly she opened the door and came out naked. Her boobs were quite well developed at least a B cup. She still looked at me for a few seconds before slowly going back into the bathroom and close the door.

Last time most girls' chest are still quite flat even when they are in Sec 1 & 2, I saw few of their bra-covered breasts when they zaogeng in their school blouse or when they are in swimsuits. Their chest area started to develop only in/after Sec 3, I'm surprised to see a few C/D boobs in skinny body frame.
