Well... Actually u doesn't really need any ctc if u're in labuan.. just simply walk into any pub and u'll see many pinoy sitting around waiting for customers.. just talk to the mamasan and u'll be able to book any one of them out overnight.. price range from RM250 - 350 per night.
For recommendation, you can go to pub 129, spot bar, manila cafe, tip-top, Ginza V8, Golden key, LPS lounge, King's.. Just tell the taxi driver the pub name and they will bring you there...
