Free locks for Pasir Ris cyclists to prevent theft of bicycles
SINGAPORE: Free locks will be given to cyclists in Pasir Ris - as part of efforts to prevent theft of bicycles in the area.

The initiative - called U Lock or U Lose - was launched on Saturday, along with the next phase of the Community Policing System (COPS).

With Saturday's launch, 20 of the 35 Neighbourhood Police Centres would have adopted the COPS model.

There are more watchful eyes on the ground - not just from officers from the Community Policing System - but also from members of the public.

Today, nearly four in 10 arrests for major crimes are made with help from the public.

Deputy Prime Minister Teo Chee Hean, Coordinating Minister for National Security and Minister for Home Affairs, said: "In June last year, a Pasir Ris resident provided the police with detailed descriptions of two youths as soon as she spotted them meddling with bicycles at a bicycle bay in her neighbourhood. With this information, the Police were able to quickly locate and arrest the two subjects."

Bicycle thefts have been on the rise since 2010.

In 2010, the figure was 719. But it rose to 1,137 in 2011 and 1,222 in 2012.

And with more cycling paths - including one in Pasir Ris - to be built this year, police want to step up efforts to fight bicycle theft.

One initiative is giving out free locks to cyclists in Pasir Ris.

The lock is made of hardened steel, making it difficult to cut through it from bolt cutters, chisels and hammers.

Helping to drive home the crime prevention message are stars of an upcoming police drama, CLIF3.

Joanne Peh, MediaCorp artiste, said: "TV drama is still something a lot of residents will stay home and watch. And what the TV drama does is that it also, well, re-enact to a certain extent - with a little bit more drama - elements into it, to let people kind of get an idea what could possibly happen. A lot of times, you don't really want to wait for crime to happen and then you find a way to solve it. A lot of it is prevention."

All 35 Neighbourhood Police Centres will adopt the COPS model by 2015.
