According to a report in The Straits Times, Jeffrey Chua Soon Heng is an auxiliary police officer with Certis Cisco and first approached 23-year old Chinese national Cai Yumei in Lorong 33 Geylang for sex in June last year. Yesterday, the 42-year-old pleaded guilty to misconduct and was jailed for a day and fined $1,000. Chua, a member of the Voluntary Special Constabulary (VSC), was off duty at the time of the incident. He had asked Ms Cai to cut her price for sex from $80 to $70 but when she walked away from him, Chua chased after her and suggested that they look for a hotel along the street. While they were walking down Lorong 33, Chua asked Ms Cai for her identification documents to which she refused at first but obliged after Chua produced his police warrant card and identified himself as a police officer. The court heard that Chua wanted to be “absolutely certain” that Ms Cai was above 18 years old before having sex with her. Their exchange, however, attracted the attention of two police officers, who observed that Ms Cai looked “distressed”. The prosecution told the court that Chua not only used his warrant card “in his personal interest” to pressure Ms Cai when he was off duty, but also used it outside his divisional boundaries, where he had no jurisdiction. In making his decision, District Judge Soh Tze Bian said the abuse of a warrant card “should not be tolerated”. ------------------------------------------- TheRealSingapore Editor's Note: With so many recent sex scandals involving underage girls, can this officer be blamed for his 'extra caution'? Looking back at the previous sex scandals, perhaps this man is just a victim of the Singapore Law system. If a client takes due care to verify a prostitute's age, and she knowingly deceives him, is it fair that he should be the one punished? In previous cases, clients were charged and jailed because they never asked to check ID despite being told by the prostitute and her pimp that she was of legal age.
