Jurong Hill is the best location if you drive. If not, then try go to JEM B1 handicap toilet beside Casio boutique store. The toilet is usually vacant and also very spacious. Next recommended is Joo Koon NTUC hub. Go there at night, use the handicap toilet. No much people.
